Milwaukee and Vernon Counties the latest to add C-PACE Financing
Thirty-two counties, representing 77% of Wisconsin’s population, now have access to Commercial PACE (Property Assessed Clean Energy) Financing
MADISON, Wis. (July 30, 2018) —Milwaukee and Vernon Counties are the latest Wisconsin counties to benefit from Commercial Property Assessed Clean Energy (C-PACE) financing available through PACE Wisconsin, the state-wide C-PACE solution. Now active in 32 counties across the state—commercial PACE financing helps commercial property owners obtain low-cost, long-term financing for energy efficiency, renewable energy, and water conservation improvements. With the addition of the latest counties, PACE Wisconsin is now available to 77% of Wisconsin’s population.
“PACE is one of those exemplary solutions that creates many layers of benefits for participating communities,” said Milwaukee County Executive Chris Abele. “To be able to stimulate economic growth, preserve and modernize current buildings, lower operating expenses for businesses, stimulate job creation, lower energy and water consumption and invest in renewable energy, all at once – it’s a no-brainer to be part of something that does all that. I appreciate all the work that our staff has put into this effort, particularly our Sustainability Director Gordie Bennett, and I’m excited for Milwaukee County to be part of this innovative program.”
“By making PACE financing available and the renovation of older buildings more affordable, we can encourage building owners to invest in energy efficiency upgrades and contribute to economic growth in Milwaukee County,” said County Board Chairman, Theodore Lipscomb.
Jon Hochkammer, Outreach Manager for the Wisconsin Counties Association explained, “We are very pleased Milwaukee County has joined 31 other Wisconsin counties in making Property Assessed Clean Energy financing available countywide for commercial property owners. PACE not only allows commercial property owners an affordable opportunity to finance energy efficiency projects, it also adds to the desired economic activity within the county.”
The City of Milwaukee’s Property Assessed Clean Energy (PACE) financing program will continue to provide C-PACE within the Milwaukee city limits.
PACE Wisconsin launched in December 2016, after years of planning and development spearheaded by a group of forward-thinking Wisconsin organizations committed to sustainable reinvestment in our local communities. “PACE financing creates a business case that stimulates building owners’ investment in clean energy projects,” said Jason Stringer, Program Administrator for PACE Wisconsin. “The stage is set for communities across the state to realize the benefits PACE financing has to offer.”
More counties continue to join as communities recognize the potential to stimulate economic development and reinvestment in local communities through clean energy improvements. PACE Wisconsin is administered by Energy Finance Solutions (EFS), the financial services division of Madison-based nonprofit WECC.

PACE (Property Assessed Clean Energy) drives economic development by authorizing municipalities and counties to work with private sector lenders to provide upfront financing—usually for 100 percent of the cost of energy-saving improvements—to property owners for qualified projects.

To offer PACE Wisconsin, counties must pass a resolution authorizing execution of the Joint Exercise of Powers Agreement (JPA), and pass the Model PACE Ordinance through the county board of supervisors.
